Dr. Pamela Gurley
Since June 2014, Pamela Gurley has served as the Supervisory Budget Officer for the Department of State, Public Affairs (PA) Bureau in the Executive Office. She supervises a staff of four (two senior level and two junior level employees) and manages 6 appropriations, with funding responsibilities domestically and in five international countries in four regions (Dubai, United Arab Emirates; Johannesburg, South Africa; Brussels, Belgium; Manila, Philippines; and London, United Kingdom). Serving at the Department of State (DOS) for five years, she has volunteered in and/or have been a part of several DOS initiatives: the Flex-Connect program (pilot) as a Vetting Officer in the Global Partnership Initiative Office; served as a mentor in the DOS Mentoring Program for four consecutive program terms; served on nine Education and Cultural Affairs grant panels; as well as, volunteered as a Young African Leader Initiative (YALI) Fellowship applicant evaluator for five fellowship cycles.
In April of 2015, she completed the Financial Management Overseas (9 week) course, which certified her as Financial Management Officer (FMO), making her eligible to run an embassy financial management section. In 2016, Pamela designed the Department’s first web/mobile-base financial management tracking tool, Finance Fox, for her bureau budget staff and program offices, which officially launched in October of 2016. In September 2017, she completed the Executive Potential Program at the Graduate School USA.
Pamela believes in inspiring youth, women, and men; therefore provides mentoring and/or life coaching on career and personal development, as well as provide academic counseling to those seeking to pursue graduate level degrees. When her schedule permits, she also makes time to provide reading/editing services for masters and doctoral candidates, including providing mock proposal and dissertation defenses.
Pamela, a military veteran, has 11 years of federal civil service; is Founder/CEO of Clark and Hill Enterprise; Co-Founder of #Herspiration (web series) and #Herspiration Happy Hour (Podcast); and recently accepted the position of adjunct professor for the Florida Institute of Technology’s MBA program at the Aberdeen Proving Ground campus. She holds a Bachelor of Arts in Psychology from Saint Leo University; a Master’s in Health Service Administration from Central Michigan University; and Doctorate in Management with a concentration in Organizational Development and Change from Colorado Technical University.
